Google has been targeting private blog networks, also called PBNs, for a long time now, but they still exist because not all of them are easy to catch. The ones that get penalized are usually the careless ones, where the sites look obviously fake or share the same hosting and writing patterns. The smarter operators keep their networks looking like real websites with original content and different setups. Google is good, but it is not perfect.
