As clients, how do you feel paying freelancers even before they complete the tasks?

These days, majority of the freelancers to pay commitment fee. In fact, some request for hundred percent or at least 50%. They do believe that you need to be shown committed money before you start. However, most clients are not cool with this. They always believe that doing this will not make them do the work well. They believe that you need to do the work and do it better before you are entitled to money. What do you think?
