Should I charge clients for the time spent on introductory discovery calls?

You don't need to charge for discovery call especially if it not more than 15 minutes. It is just a standard way of doing your business and marketing your freelancing service. You should only trying charging when the clients are asking for more details, making it seems you are doing consultation. If not, you don't need to be charging that much. If it happened that you are well established enough you can introduce it as a way to make extra income with the service you offer as a freelance. But if you're just getting started I will advise you to first build up your brand and authority in the marketplace before you introduce such a thing.
