I don't know whether you have encountered something like this before but it does happen. You need to make sure that you stand on your ground to collect the payment that you believe pay you. You don't need to be scared of you losing the client. In fact, this mag even be a red flag. What you want to deliver is your intellectual property and should not be weigh or judged by the place that you stay.
 
You simply decline in a professional manner. Let me know that the location does not affect the price of the service you are offering them. You let them know that you are charging the standard price and you are going to give service that matches the price even beyond. If the client insist then you can allow him or her to go
