Are freelancing always working online?

Most of the time, there are some freelancers work outside platform. There are some that are photographers. They don't need to work online. They have their clients in the physical realm. Even when they are called or hired online, they still need to be physically present where they want to make use of their services. However, it is not all freelancers that are working online. There are many of them that do work in the physical realm.

Not always and that is not a case most of the time. Most freelancers do work online since clients and payments are usually remote. But some also meet clients in person or do local gigs like photography design or consulting. So the job itself can be offline but finding jobs pitching and getting paid mostly happens online these days.
