Why is freelancing not popular in some countries?

I don't know whether you have observed that not all countries actually have freelancing services. Most of them always reserve the freelancing service to some countries that are very prevalent in it. For instance, hardly you will see clients in most African countries. Those that are into freelancing there always do so with some people that are outside the countries, like that of international clients. What do you think about this? Share your opinions

Freelance is not popular in some countries because they have some other ways they are utilizing to make money online. Take for instance in United States the majority of the people are now into AI and animation stores to make money online. There are some of them who are using e-commerce to make a lot of money for themselves
