Google doesn't really choose one over the other because content quality and technical performance work together. A weak page can still rank if it has strong authority or technical advantages, but it won't stay there for long if the content doesn't deliver value. In most cases, content is what wins rankings long-term, while technical performance is what gets you into the competition in the first place.
 
A competitor with weaker content can still rank higher on Google if they have stronger overall SEO signals such as higher-quality backlinks, better site authority, faster page speed, stronger user engagement, clearer search intent alignment, or superior technical optimization. Google evaluates much more than content quality alone, so a less informative page can outrank better content when it provides stronger trust, relevance, and website performance signals.
 
Come to think of it, content quality is only one part of Google's ranking system. A competitor may have weaker content but still rank higher because they have stronger backlinks, better domain authority, or a longer history in the niche. Google also looks at trust signals, page experience, and how well a site matches search intent. Sometimes the page that ranks is not the best written one, but the one Google trusts more.
