Why do freelancers get stuck at low income levels?

There are many reasons why freelancers can be stuck. They don't increase. One of the reasons include the fact that they are not paying attention to their freelancing service. They don't see it a business, rather they see it as just a task. With this, they won't be focusing on high value tasks. Besides this, they will not be targeting the tasks that will be giving them much money. What do you think about this? What other reasons do you think of?
