Ask Why are subscribers not responsive in the membership site?

I manage a membership site and most of my subscribers are not active. They sign up but rarely engage with the content. I send emails and post updates, but the response is low. I don't know if the content isn't interesting or if I'm missing something important. Should I change my approach or add new features? I want to keep members engaged and make the site more valuable for them.
