What are some underestimated ways for freelancers to get clients that pay more and whine less?

One of the issues facing freelancers is that there are most times that they will only be meeting with the clients that are not ready to pay good money but they will be stressing the hell out of the freelancers. Apart from complaining, they keep giving recommendations and specifications. I am sure freelancers always wish to avoid such clients. But where can we find clients that won't be doing all these but are ready to pay for values and time.
