I have seen some new freelancers that always wish to have a particular amount at the end of the month. Sometimes, this may work out freely for them by getting the jobs done on time. And sometimes, it may not work as expected. There are some people that will not meet up with the targeted amount for some reasons. That's why it is not always advisable for new freelancers to be having any targeted amount.
