Should freelancers charge a "Urgency Premium" for fast-turnaround requests?

A freelancer should learn how to take serious his time. Any disruption on your time should be accounted for. This means it is better for the freelancers to charge the clients whenever they perform additional task that takes their time. This is when a freelancer can be seen as being professional.
