Should freelancers build a personal brand or a company brand if they plan to scale?

There are sometimes that freelancers will need to build his personal brand first before planning having a company. You must be able to convince people and your clients that you are good and better at what you are doing. This is the only way by which you can convince them before starting a company in any form. Not doing this will not make clients even trusting your company at all. Do you have other opinions?
