Must new freelancers start with low amount?

Most people whenever they want to advise the new freelancers, they always start with telling them that they need to start with low price first. They said this this will make them to be making more clients that will be patronizing them. With this, most freelancers have lost opportunities to make more money in their first gigs because they do price themselves low even when they have the skills truly. What's your opinion about this?
