Must I submit proposals on Fiverr before I can secure clients?

Majority of the people always complain about not getting clients on Fiverr. To be precise, those that are new to the platform always complain the more. They do claim that they don't have access to clients, that the existing freelancers have taken over all the clients. Some people have concluded that it is only possible when you have good proposals written clients. That's when you can get clients. Others have said no. What do you think.
