Being early to a job posting does put your name in front of the client before the pile gets too deep to dig through. But arriving first only helps if what you send is actually worth reading. A rushed proposal that says nothing meaningful will not do much, no matter how quickly it arrives. That said, timing does seem to matter on platforms where clients often hire from the first few applications they see.
 
Yes it can make a real difference because client like it when you respond to their questions or chat fast within short period of time. Not only that they also like it when you provide them further information on what they need to know concerning the project or gig they want to engage with you.
