I think the line is crossed when you start copying the execution instead of the idea. It's fine to learn from competitors and understand what's working, but your version should still reflect your own brand voice, audience, and approach. If someone can confuse your content or ads with a competitor's, then you've gone too far. The goal should be inspiration, not imitation.
