Is it a red flag when my client turns off his camera but asks me to put mine on?

Yes, it may be truly a red flag. There is no reason for doing such a thing of truly such a client is clean. That's what it is always better if a freelancer tries his best to know more about the clients before accepting to work for them. Ensure that are straightforward. Ensure they are ready to treat you the best ways you want to be treated as freelancers. If they can't maintain you, don't force them, leave them.
 
It is a red flag and when that happens you should always demand your clients to turn on the camera so that both can see eye to eye. Some of them might be claiming that they are shy and that's the reason why they are turning off the camera you should not accept that they are afraid of hacking you should never accept that
