Is cold outreach dying or evolving in freelancing these days?

These days, most freelancers don't really do cold outreach. They prefer just promoting themselves on social media and other platforms where they can easily be seen and as well meet clients. But this doesn't mean that there are no freelancers that still prefer reaching out to the clients themselves rather than waiting for the clients to get back to them.
