I don't think it's declining, but it's gotten way more competitive than it used to be. A few years back you could write a blog with some product reviews and make decent money. Now everyone and their cousin is trying to do the same thing, so you need to actually stand out.

Honestly it depends on what niche you're in. Some markets are completely saturated and probably not worth jumping into unless you have something unique to offer. But there are still plenty of smaller niches where people are doing well because they know their audience and are trusted by them.

But the individual success rate might be lower because there are so many people trying it now. The barrier to entry is low which means more competition. From what I've seen and from current data, the industry is still growing in size and importance, not shrinking. It is already a multi-billion dollar space and still expanding because companies prefer paying for results instead of guesswork advertising. Brands are still heavily relying on affiliate systems to drive a big share of online sales, and that demand is not going away
