If your qualified leads are being tracked directly from your PPV campaign and you've netted $3,500 directly from that $500 investment, I'd say your test is off to a good start; however, keep in mind that 3,000-ish impressions with 2 conversions yields no significance in the data.

While a 700% return on your money is phenomenal, a 0.06% conversion rate and just a handful of conversions can't tell you much. You need way more conversions and more testing to see if that first one was an outlier or in fact a normal data point.
 
I usually scale my PPV ads when the conversion rate stays stable for at least a few days and the cost per view is still below my profit margin. If I'm getting consistent ROI across multiple campaigns, that's a green light to increase spend. But I never scale too fast; I test small increases first because scaling too quickly can destroy profitable data or attract bad traffic fast.
 
You'll know it's time to scale your PPV ads when your campaign is consistently profitable. Monitor key metrics like CTR (Click-Through Rate), conversion rate, and ROI. If you're spending less on ads than you're earning from conversions, that's a good sign to increase your budget. Also, scale slowly—test by raising the budget bit by bit to make sure the results stay consistent as you grow.
