How do I stop procrastinating when I don't have a boss?

Majority of the freelancers always feel relaxed because they don't have any boss. This has made majority of them not to make as expected as what they need to be making. Majority of the them, will always feel reluctant to start working early in the morning because they know they are not being monitored. What do you think? How can a freelancer overcome this? You can create artificial boss for yourself. You can even resist the temptation not to start.
