How do I handle a client proposal request that asks for my "lowest possible bid"?

You can always give them your standard price. And make them understand that you are the best in what you are doing. Explain the reason to justify any amount that you may want to charge them. Let them understand that you are not bringing your price down because you priotize your value more than your price. You won't like giving what is inferior because you want to reduce price.
