Select the campaign which you wish to target, then click on the setting. When you scroll down, you will see Locations & Languages section. Click on edit under location. Just click on the search tab and start typing your location which you wish to target. Select the desired location that matches your region (state or province), city, pincode etc.,

Reach will tell you how many people will see your ad potentially. You will get three choices i.e. Add, Exclude & Nearby to click on for each location. Add will add that location to the list of your targeted locations, Exclude will prevent your adds from appearing to this location and Nearby will give you an option of nearby regions that you might want to add as well.
 
Most PPV ad platforms let you pick where you want your ads to show by targeting based on things like country, state, city, or even zip codes.
