Decisions should match budget and customer behavior. This fits as the business expands and user needs grow. When does an app become useful?
 
Most small businesses don't need a mobile app right away. Apps cost money to build and maintain, plus you have to convince people to download them. A good mobile-friendly website does almost everything an app can do without the extra hassle. Customers can browse products, make purchases, and contact you directly from their phones through your site.
 
Building an app is expensive and then you need people to actually use it. Many apps get downloaded once and never opened again. If your business model does not require frequent interaction, a website handles everything you need. People can find you through search engines, check your hours, and contact you without downloading anything.
 
Apps load faster and feel smoother, which matters when customers want quick service. Small businesses usually can't afford that ongoing cost unless the app directly increases revenue.

I think, an app becomes useful when customers interact with a business regularly and need features that are easier to access through an app than a website. If people are ordering often, tracking deliveries, booking services, or collecting rewards, an app can make those actions faster and more convenient.
