Ask Can you sign up on a freelance platform and never bid on a job without any consequence?

I have been thinking about this because some people create profiles on freelance platforms and then go quiet for months without submitting a single proposal. I am not sure if platforms have rules about inactive accounts or if there is any penalty for just sitting on a profile without using it. It would be good to know if there is a point where the platform flags or removes accounts that show no activity. Has anyone experienced any consequence from staying inactive on a platform after signing up?
