Freelancers are generally free to turn down work for almost any reason since they are running their own business and not bound by employment laws in the same way a company is. That said, there are situations where refusing based on protected characteristics could create legal issues depending on the country. Most of the time, simply saying you are not available or that the project is not a good fit is enough. Keeping things professional when declining also protects your reputation.
