Ask Are Upwork's paid proposal boosts fair to everyone?

Upwork now allows freelancers to pay extra just to boost their proposals and appear higher on the list when clients are reviewing applicants for a job. Some people feel this gives an unfair advantage to freelancers who have more money to spend, while equally skilled freelancers with less budget get pushed further down and overlooked. Do you think these paid proposal boosts are fair to all freelancers regardless of how much money they can afford to spend?
 
I don't think it is fair because not everyone has equal amount of purchasing capability for the services. I have seen a lot of freelance who doesn't have anything on them especially the student and they we find it difficult to purchase something like that. This is the reason why I advocate to get client outside of the freelance marketplace
