While majority of the clients love freelancers that do charge low, majority of them always have trust issue with freelancers that charge so low. In fact, some may believe that they are not competent enough, that's why they are luring people using reduced prices. It is always advisable for the freelancers that want to be reducing their charges to know why they are doing so. If it is to attract clients, then don't reduce it too much. A little percentage is okay for that.
