Some websites have been around for a long time, and Google already trusts them. Age and a history of good content can carry a site far, even if the owner is not actively doing anything new. Google also looks at how many other websites link to a page, and older sites tend to have more of those links built up over the years. So a site that looks inactive can still rank well just because of what it built in the past. In your opinion, should newer sites even bother competing with these older ones?
