There is a chance that it is not trash, but recycling. Bottles, cans, copper, wire and even plastic do have value and can be sold at recycling stations.

The recycling station will accept many different materials and pays per pound of each type. The price changes daily, but talented "scrappers," can sell up to 20 lbs of each material each day without a license. This can add up if you have high quality copper wire, brass or aluminum. Some scrappers make $75.00 to a hundred a day. Obviously not all of that could fit in a grocery cart, but many save from 2 or 3 days to a week or more, and then make a sale.
Or, the person might just be off the deep end and doing exactly what it appears, pushing trash around in a garbage cart. In this case, "Why?" Is a very good question, and I could not tell you the answer. The individual probably has serious mental health problems, and might not even know themselves, why they are doing it.
 
I feel shopping carts become portable homes when there's nowhere to save anything. The "trash" is often blankets, clothes, cans to recycle, papers, or food everything someone owns. Carts are free, sturdy, and roll, solving transport and storage at once. Without housing, keeping possessions safe means keeping them with you.
