Why do most clients don't always hire professional freelancers?

In most cases, business clients don't always hire those that are professional. They don't hire them for many reasons. Some may not even hire them because they believe that they may not afford their money. Others may decide not to hire them because they believe that they are that busy
Majority of the professional freelancers are always busy. This means it dies affect the business clients that may need their services urgently. What do you think?

The reason is that they want a quality services for the money they are going to pay to the freelance. They want professional to handle the service they want for their website to all their businesses so that they will be no revision. They believe that expert has the experiences to get them what they want without much detailing
