Why do clients always avoid new freelancers?

Though this is not always true. There are some clients that are even in need of new freelancers. But in essence, there are many people that do avoid new freelancers for some obvious reasons. They may believe that they don't have enough skills to handle some of these tasks. Others may believe that new freelancers are not to be trusted.
