Why are some clients falling into fake freelancers?

There are some clients that are falling into fake freelancers. They are not getting the best freelancers. There are many reasons for that. Among the reasons is that majority of them do not really have the knowledge on how to choose the right freelancers. They are looking for cheaper ones. They don't even check the past portfolios of the clients to know how good they may be. This has been one of the major issues in freelancing.
