When should a freelancer be thinking of chasing money?

There are some freelancers that are chasing money even when they are just starting. Chasing money in freelancing, to me, should be like a secondary aim of any freelancer. There is a need to make sure that you have gained the ground first before you start chasing money. Most of the times, those that are chasing money don't always have enough for themselves. But building skills first will attract more clients to you. What do you think about this?
