Many experienced entrepreneurs suggest that the first step should be identifying a solid business idea that solves a problem or fulfills a need in the market. That is find a need and feel it in a simple sense. Others emphasize conducting thorough market research to understand your target audience and competitors. But this one will also lead to solving problem at the end.
