What is the difference between an agency and a freelancer?

For those people that really want to know the difference between an agent and a freelancer. In my own opinion, I will not differentiate them from what they can do rather I will from the number of people that are into it. A freelancer is just one person that can do the jobs, while the agent can be seen as a team of people that can the same thing. What will you say about agent and a freelancer?
