Starting out in a new market as a freelancer is one of the hardest things to do because nobody knows you yet and you have no history there to show. Reputation in freelancing basically means the trust people have in your work, and that trust takes time to build. Some people say you need to take lower rates at first just to get reviews, while others say that only hurts you in the long run. I am not sure which approach actually works best.
