Slow periods can create real pressure to accept almost any offer just to keep some income coming in steadily. Some freelancers choose to lower their rates temporarily to attract more clients during these quiet stretches of work. Others believe this habit can hurt their pricing structure once busier months eventually return again. I feel this decision depends heavily on how urgent the financial situation actually is. Do you think lowering rates during slow periods helps more than it damages your business later?
 
If it is during the economic downtown you can lower your rate just to accommodate some of the freelance who can't afford the higher price. Another thing you can do is is that you can create a mini version of the services offer in the marketplace and slash a lower price on it. This is gives room to accommodate to everyone else
