It's all the stuff you can control on your own site, like good content, clear headings, keywords that make sense, fast loading pages, and an overall smooth user experience. If your site is messy or confusing, no amount of backlinks is going to save it. Off-page SEO, like links and mentions from other sites, is still important, but it works way better when your website already does its job.
 
I think both on-page and off-page SEO are very important, but they serve different purposes.
