Is it fair to pay freelancers less than traditional employees for the same amount of work?

One of the issues that are faded by the freelancers is that most clients do not want to pay them what they will pay full-time employees. They always want to assume that since they are not fully employed, they don't need to be getting the full payment as well. This has really made it somehow difficult forsome of them to give their best. After all, you will always get what you paid for. What do you think?
