Is freelancing about hardwork or luck?

Some freelancers have been attributing their success to hardwork rather than luck. While those that are still struggling in it have been blaming it on luck. They do believe that they are not that lucky enough to meet with the right clients that can change their stories. Some are only meeting clients that want to perform just a little task they can not sustain them or break them through. What do you think about this? I am going to say both because you can be hardworking and still not have enough client to make enough money for yourself. Now some people who are hardworking and they have spent a long time on the freelance marketplace with no one asking them of their own services.

Calling it luck is sometimes just a way people avoid admitting they are not putting in real effort. Most freelancers who seem "lucky" spent months building a good profile, learning what clients actually want, and sending dozens of proposals before anything worked. That preparation is what most people do not see.
