Ask If freelancing had a union, what would be the first rule it would fight for?

Since we work for ourselves, we do not have a group that stands up for us when things go wrong with clients or payments. A union is just a group of workers who come together to demand better treatment and fair rules from employers. If all freelancers around the world joined one big group to make their lives better, they would need a clear list of demands. In your own opinion, what should be the very first rule this group fights to put in place?
