You can test different headlines, images, or call-to-actions in each ad group. Once you start seeing performance, then you can scale the winning ones and pause the rest. This way, you learn faster and keep your costs under control. Everyone may set up their testing in a slightly different way, depending on what they are promoting. For nutra push campaigns, I usually launch about 4 ad groups at the start. This gives enough variety to compare different targeting options and creative angles. If you launch too many ad groups at once, your budget gets divided, and it's harder to know what's actually working. Keep each ad group simple but distinct, then after a few days of testing, optimize based on CTR and conversions to focus on the top performers.
