There is tendency that students will want to take during class, making the class rowdy. To prevent that, there is a need to promote orderliness. How can it be promoted? Instructors can mute all the students and only allow a student to talk at a time. During video session for instance, any student that wants to talk can be asked to raise hand for identification.

You need to give instruction first. Tell them what you want and what you don't want in your online classes. And just like the poster said, you can mute the students and ask them to raise hand whenever they want to talk. Also, it should be one speaker at a time.
