I keep an eye on how each geo's doing so I know which ones are crushing it and which need some fixing. When I'm trying out a new place, I start small with the budget and only go bigger if things look good.
 
This is a common problem many people face when scaling. I think the key is not expecting the same results right away in new locations. Different countries have different buying habits and what catches attention. I always create separate campaigns for each region instead of just copying everything. It takes more work but gives better control over budgets and targeting. You might also want to look at local competitors to see what kind of content performs well in those markets.
