How do I network for freelance work without sounding desperate?

One of the issues that freelancers always face is how to network and get new clients without them sounding so desperate. You, as freelancers, need to learn different ways by which they can talk to their clients, in such a way that the clients will see them feel the angle of being professioals rather than seeing them as being desperate to get money.
