Contacting freelancers on all these freelancing platforms, either Fiverr and Upwork, is not really a difficult one. There is a need for the freelancers to put their details on the platform. They have a personal dashboard where they can put their contact details. There are more than only contacts. Clients can even chat with the freelancers in order to get to know the freelancers more.
