Many freelance sites now ask people to pay before they can apply for certain jobs. Some say this stops fake or low quality clients from posting jobs, since they have paid to be there too. Others feel it just adds pressure on freelancers who already struggle to find steady work. I am still not sure if this system really filters bad jobs or simply makes freelancing more expensive. Does paying to apply actually improve job quality for freelancers?

I don't think it improves everything because the job quality depend on the services you are offering in the marketplace and your own skill set. If you are not competent enough with the service you offer in your marketplace there's no way you're going to offer quality job to the client and you can't receive bad ratings as a result
