Does freelancing reward confidence more than competence?

There is no way you can do without the two when it comes to freelancing. As you will be needing the confidence, you will be needing competence as well. You don't need to rely on one of truly you want to make money in freelancing. Freelancing will only reward your competence if you have confidence to show case all what you get. There are many people that are not getting it right on freelancing because they don't have the confidence to display what they hags gotten.

I think it is more of competency than confidence. There's no point in having a confidence on the service you cannot offer excellent on it. If you are not competent than the rest of the freelance are in your category you definitely receive a lot of orders. And you are going to make money in the process.
